Hi When i try to import terms i gen " Not enough permissions." msg.
I'm having the same problem. "Not enough Permissions" is displayed whenever one administrator tries to access Service → Maintenance or Add / delete new terms.
Strangely enough, it works for two other administrators that were created before the site went live. That one administrator was created after the site went live and he is the only one having these problems.
I tried giving him Manager / Administrator / Super administrator rights but that did not change anything.
